Decision Assurance for Frontier Commitments

Sustainable Exploration helps organizations determine what the evidence supports when physical systems remain incompletely understood and the next action may become difficult to reverse.

Not every engagement follows every stage. The appropriate product depends on the decision currently being faced and what becomes difficult to reverse next.

Where should we explore next, what should we learn, and when should we stop?

Exploration Decision Brief / Value of Information Gate


Exploration creates options, but not every target or uncertainty deserves another commitment. The Exploration Decision Brief examines the current evidence state, competing physical interpretations, and uncertainty capable of changing the next exploration decision. It identifies where additional investigation has decision value, which uncertainty deserves priority, and when continued information acquisition no longer justifies further commitment.


Decision product: A bounded Exploration Decision Brief identifying exploration priorities, materially plausible interpretations, material uncertainty, information worth acquiring, stopping conditions, and conditions that would change the decision.


Typical commissioning parties: heads of exploration, development leaders, technical and scientific leadership, project sponsors, program directors, and mission leaders.

2. COMMIT

Does this opportunity deserve the next difficult-to-reverse commitment?

Pre-Commitment Viability Kill-Screen


Projects and missions can accumulate momentum before their physical basis has been sufficiently challenged. The Pre-Commitment Viability Kill-Screen tests the opportunity before momentum becomes a more difficult-to-reverse commitment. It identifies what must remain true, what could invalidate the opportunity, what evidence is still needed, and where practical reversibility begins to deteriorate.


Decision product: A Pre-Commitment Viability Brief identifying the opportunity thesis, critical constraints, material uncertainty, fragile dependencies, decision break conditions, information requirements, and reversibility exposure.


Typical commissioning parties: project sponsors, development leadership, asset managers, technical leadership, program directors, mission leaders, and investment teams evaluating advancement into the next commitment.

3. CONTINUE

Does an existing commitment remain defensible?

Commitment Integrity Assessment


A defensible commitment can lose integrity as evidence, conditions, dependencies, or assumptions change. The Commitment Integrity Assessment tests whether an active commitment still rests on the basis under which it became supportable. The review examines material evidence change, assumption failure, increasing dependency, and loss of practical ability to stop, redirect, relocate, or redesign.


Decision product: A bounded integrity record supporting one of four determinations:


  • MAINTAIN: The commitment remains within its established basis.
  • CONSTRAIN: Continuation requires narrower conditions, limits, or exposure.
  • RE-EVALUATE: The governing evidence or decision basis has changed enough to require renewed review.
  • TERMINATE: The commitment no longer remains defensible within its governing basis.


Typical commissioning parties: project and program sponsors, operating leadership, asset leadership, technical leadership, boards, steering committees, and institutional oversight bodies.

4. CAPITALIZE

Does the physical evidence support the capital commitment?

Investor & Capital Technical Diligence


Frontier investment cases often depend on physical assumptions that financial analysis alone cannot resolve. Sustainable Exploration examines the physical system underlying an investment, acquisition, underwriting, project-finance, or capital-allocation decision. The review identifies which physical assumptions are supported, what remains consequentially uncertain, which variables could materially change the capital thesis, and what could invalidate the physical basis being relied upon.


Decision product: A capital-facing diligence record identifying the physical thesis, evidence quality, constraint exposure, fragile dependencies, material information gaps, capital sensitivity, reversibility, and decision break conditions.


Typical commissioning parties: investment teams, lenders, insurers, underwriters, project-finance functions, investment committees, and other capital authorities exposed to material physical assumptions.


Sustainable Exploration does not determine investment merit, financing suitability, or whether capital should be deployed. The responsible capital Decision Authority retains responsibility for the investment decision.

5. GOVERN THE SYSTEM

Are individually supportable commitments creating system-level lock-in?

Portfolio & Program Irreversibility Review


A portfolio, program, mission architecture, or development sequence can become fragile even when individual decisions appear reasonable in isolation. Shared assumptions, common infrastructure, correlated uncertainty, and sequence dependency can create exposure that is difficult to see one decision at a time. The Portfolio & Program Irreversibility Review examines how commitments interact before the wider system becomes difficult to redirect.


Decision product: A portfolio-level decision record identifying shared physical assumptions, correlated uncertainty, infrastructure coupling, sequence dependency, concentrated exposure, cumulative precedent, and system-level optionality.


Typical commissioning parties: program sponsors, portfolio leadership, institutional executives, boards, steering committees, oversight bodies, and Decision Authorities responsible for multiple interacting commitments.


The review does not issue one blanket determination for a portfolio or program. Each material commitment remains bounded to its own evidence, authority, and decision context.

DECISION MODULES

Some decisions require deeper work. These modules can support the five core decision products or be commissioned when they are themselves the decision under review:

a. Decision-Directed Information Acquisition

What is worth measuring before the decision changes? Additional information has value when it can change a consequential decision. Sustainable Exploration determines which uncertainty deserves attention, where information acquisition should concentrate, and when enough evidence has been obtained. Potential work may include survey strategy, remote sensing, geophysical acquisition, drilling or sampling, field observations, spacecraft or rover observations, and autonomous sensing.


Potential decision products: Survey Decision Architecture, Acquisition Priority Plan, Spatial Acquisition Strategy, Adaptive Decision Rules, and Post-Acquisition Gate.

b. Access, Mobility & Logistics

Can the operating concept reach, traverse, support, and recover within the environment? Access can determine whether an exploration or development concept remains viable. Sustainable Exploration examines the physical and operational constraints shaping routes, corridors, mobility, support infrastructure, recovery, and sequencing before those choices become difficult to change.


Potential decision products: Access Decision Brief, Constraint and Priority Surfaces, Dependency Assessment, Failure and Recovery Conditions, and Sequencing Recommendation.

When to Engage Sustainable Exploration

Engage Sustainable Exploration when a consequential physical commitment is approaching or already active, uncertainty can still change the decision, and meaningful ability to change course remains.


Typical decisions include whether to explore, measure, drill, acquire, develop, route, deploy, finance, continue, constrain, delegate physical authority, or stop.


The work is most valuable before the next commitment hardens and while additional evidence, restraint, redesign, or re-sequencing can still change what happens next.

How We Decide

Authority and Reliance

The commissioning party, relying party, and Decision Authority may be different. The governing decision, authority holder, intended reliance, evidence boundary, and applicable review conditions are established during scoping. Sustainable Exploration provides the decision-assurance record. The responsible Decision Authority retains responsibility for what happens next.
